Foundation grants fell for the second straight year in 2003. The total awarded was $14.3 billion, a drop of more than 10 percent, according to data released Tuesday by the Foundation Center.

A quarter of the grant dollars went to education in 2003, more than to any other field, the center said. But from 2000 to 2003, foundation grants to educational institutions decreased very slightly. Only a few categories of giving -- such as grants to human services and public affairs -- saw increases during that period.

The Foundation Center noted some geographic patterns in grants. In the Midwest, the Northeast, and the South, education was the top grant recipient. But in the West, health was the top recipient.
