They didn’t get absolutely everything they sought, but Virginia’s universities would have significantly more independence than they do now under legislation that is awaiting Gov. Mark F. Warner’s signature. The big question is whether that newfound freedom will be worth it to them, given the strings attached.
The measure, SB 1327, to which the governor could still propose changes, differs in several ways from the “charter institution” proposal that the University of Virginia, Virginia Tech and the College of William and Mary put on the table a year ago. Under that plan, the three institutions would have forgone a proportion of any additional state money they would receive in the future in exchange for much more self-control over many financial and administrative decisions, including the setting of tuition.
