Despite the fact that the working poor who take college courses think of themselves as students first and employees second, their work place commitments, financial stressors and familial obligations pose particular challenges to full-time attendance and degree completion, as detailed in a new report from the Institute for Higher Education Policy.
The conundrum faced by the working poor in a nutshell: “Despite working long hours to provide for their families, their incomes still teeter on the brink of poverty. They understand that enrolling in college and earning a degree will help them improve their skills and increase their earnings potential. However, given their work and other responsibilities, it is difficult for them to enroll full time, thus making it harder for them to receive financial aid and complete the classes necessary for a degree,” according to the report released today, “College Access for the Working Poor: Overcoming Burdens to Succeed in Higher Education.”
Yet, the very fluidity of the term “working poor” was one of the more surprising findings of the report, said Alisa F. Cunningham, head of the research department at the Institute for Higher Education Policy. The working poor can periodically move into the “nonworking poor” category and vice versa as individuals make constant trade-offs about whether to take time off from work and attend college full time — with full-time status being a major predictor when it comes to degree completion — or step up the hours in the work place to pay for course work and the cost of living, Cunningham said.
“The working poor are emblematic of the broader complexity we’re seeing in terms of enrollment in and success through higher education,” added Jamie P. Merisotis, the institute’s president. Family and work circumstances that “then get played out in things like part-time enrollment and financial aid programs ... represent something bigger in higher education, which is that American higher education is increasingly serving individuals who come from complex backgrounds and circumstances.”
The report tracks the specific barriers to college access faced by the working poor — defined by the authors as adults who work at least 25 hours per week and have family incomes at or below 200 percent of the poverty level — and their children.
It also offers a number of recommendations to combat their college-going woes, including tax relief, targeted support for single parents, a revision of the federal financial aid need analysis, and additional outreach programs and institutional support, in the form, for instance, of evening or weekend hours for student services and extended hours for libraries and computer labs.

The report indicates, however, that while the barriers are significant, there are also “many examples of programs and practices — such as improved counseling, child-care services and flexible schedules — that help the working poor overcome these obstacles.” Among the report’s recommendations to improve matters:

While a college degree does not guarantee a higher paying job, it definitely creates options and it makes you more marketable. The key is trying to distinguish yourself from as many other people as possible — you have to learn to create a niche for yourself.

Buzz: the article is about the working poor, hence they are already in a field of work that counts as experience. The majority of the people they are referring to are working in an office or business setting, and they simply need to attain a college degree to move into better-paying positions. A college degree is necessary these days to get somewhat of a decent paying job, so the outcome is that the working poor will be “guaranteed” a better paying job and better job opportunities.

First, I actually read the report, and there is no reference to the target group being mostly white-collar.
Second — if all college degrees “guarantee” better-paying jobs — why are their sites like templawyer.com, complaining about the opposite?
For that matter — I’ve yet to see a college ever “guarantee” a good-paying job to its graduates. If you have — post them.
Finally — the inane focus on government-controlled college degrees is, in part, the result of the Duke Power case. Briefly, to avoid claims of employment bias, alleged “benchmarks” such as college diplomas were established.

Not experience or skill competence. Diplomas supervised by academics, many of whom have not worked outside government-subsidized academia for decades.
If college degrees “guarantee” good-paying jobs — eliminate “grants” and go loan-only. After all, if a good-paying job is “guaranteed” by a college degree, then repayment should not be a problem. Heck, for that matter, with that kind of “guarantee,” eliminate federal loan subsidies.
Re-looking the Duke Power case would save the U.S. billions in unproductive effort.

One worries about the hundreds of thousands of working poor students who each year fall into the student loan trap. Why are colleges doing more to warn them?
How many students each year fall into this snare, and will later look back and realize this was the worst mistake they ever made? Many of these students will have their lives ruined by this. They will be hounded for decades by collection agencies and will have to significantly sacrifice their quality of life because they ill-advisedly went into debt for education.
It must be hundreds of thousands of students each year who go this route. After all, nearly half of working poor adult students leave college without obtaining a credential. Many of the remainder do manage to graduate but can’t find better-paying jobs. How many of these people take out loans for their educations and later suffer gravely for it?

Correalated? Or strong causal? Do you know the difference?

If you are so certain — start up a student loan insurance agency, based on your belief. Otherwise — your lack of authentic action is very telling.

It is ironic that the picture of students on the cover of the report does not seem to reflect the fact that many of the working poor going to school are in their 30s and 40s.

What’s the outcome?
A college degree, in and by itself, does NOT guarantee a better-paying job. More and more, employers are looking at both work record and type of degree, in considering job candidates’ potential.
