The New York State Board of Regents has encouraged completion of work on a series of new rules to toughen oversight of for-profit colleges. The rules changes follow complaints that the state failed to prevent fraud and abuse by some institutions.Contra Costa College is studying whether it needs to relocate its 85-acre campus because it is bisected by California's Hayward fault, The Contra Costa Times reported.
