Learned society publishers may successfully transition to fully open access publishing models through so-called "transformative" agreements, a new report suggests.

The report, published today by scholarly publishing consultancy Information Power, found that transformative deals combining the cost of accessing scholarly articles with the cost of open access publishing are the "most promising" route to open access because they offer a "predictable, steady funding stream."

Society publishers have generally struggled to find sustainable routes to open access publishing and transition away from traditional subscription deals. The report authors studied 27 different approaches to open access publishing and have created a transformative agreement toolkit for use by small and medium publishers.

The report was published with financial support from the Wellcome Trust, the Association of Learned and Professional Society Publishers (ALPSP) and UK Research and Innovation (UKRI).
