Dozens of universities and research organizations in Germany are preparing to live without access to full-text versions of scholarly journals published by Elsevier as they continue to pursue a joint licensing agreement. The Göttingen State and University Library last week notified its users that access to the 440 Elsevier journals it subscribes to will be limited starting next year. The German Rectors' Conference (HRK), which is negotiating with Elsevier, had hoped to have a new licensing deal in place by Jan. 1, but the Alliance of Science Organizations in Germany earlier this month rejected the publisher's first offer. The HRK plans to pursue similar licensing deals with Springer Nature and Wiley in the future.
