Officials at the University of California are investigating three cardboard cutouts of black figures that were found hanging in effigy in prominent campus locations Saturday morning. A spokeswoman said that Berkeley police officers removed the cutouts. "We don't know the intent" of the displays, she said. One of the images has the words "I can't breathe," which suggests a link to the ongoing protests at Berkeley and elsewhere of the decisions of grand juries in Ferguson and Staten Island not to indict police officers who killed unarmed black men.
