This year's survey takes a look at how campus CTOs are handling AI integration, addressing cybersecurity vulnerabilities and sustainability, and otherwise balancing innovation with limited resources.

2025 Survey of Campus Chief Technology/Information Officers

Inside Higher Ed’s 2025 Survey of Campus Chief Technology/Information Officers was conducted by Hanover Research. The survey asked college and university chief technology and information officers from 108 public and private, largely nonprofit two- and four-year institutions timely questions on the following issues:

  • Level of influence of CTOs in institutional leadership
  • Range of budgets CTOs are typically overseeing
  • Institutional approaches to AI governance and AI's impact on higher ed so far
  • Sustainability goals related to technology use
  • Degree of confidence in cybersecurity practices
  • Tech employee recruitment and retention challenges
  • Adoption of emerging technologies, such as quantum computing and VR
  • Current state of online program managers (OPMs) and online learning

The margin of error for this survey, now in its 4th year, is 9 percent.
