Leticia Van de Putte, a Texas State Senator and the Democratic nominee for lieutenant governor, last week announced a proposal for the state to pay the tuition costs for Texas high school graduates to attend community or technical college, the San Antonio Express News reported. The plan is modeled on the Tennessee Promise, which is a recently approved lottery-funded endowment to cover the first two years of community college. Van de Putte said her Texas Promise would require a $2 billion endowment. She said the state's "rainy day fund" could cover the initial costs. It was unclear if the proposal will attract serious support, but the lieutenant governor position is a powerful one in Texas.
