A ruling Friday by the National Labor Relations Board may make it more difficult for unions seeking to organize teaching assistants at private universities to do so on a department-by-department basis, as recently happened at Yale University. Some refer to such unions as "micro-units." The ruling was on a case related to a health-care business, and generally made it more difficult to unionize subgroups of employees rather than all employees in similar positions.
